Strengthening environment protection is the intrinsic requirement of building a comprehensive well-off society, an important initiative to fully implement the Scientific Outlook on Development, a critical part of building a harmonious socialist society and a harmonious company and also a crucial task to achieve sustainable development. Chalco adheres to the principle of Prevention First Backed by Comprehensive Treatment, correctly handles the relations between environment protection and development, protects environment during development and promotes development under protection. Chalco sticks to development in an economical, safe and clean way to ensure sustainable scientific development.
In terms of environment management, Chalco focuses on raising staff’s awareness on environment protection, stressing their responsibility on environment, increasing investment, and developing technology on environment. With strict rules and standard management, Chalco has constantly improved its management over environment protection.
To regulate the environment management, Chalco has set up and effectively operated the environment management system in accordance with ISO 14001 standard, forming a sound management system and procedure. It clarifies the responsibility of major administrative responsible persons to protect environment according to laws. The responsible persons shall take the lead to observe laws, regulations and policies. Protecting environment will be taken as an important item for evaluating the leaders’ performance. For leaders who do not treat pollution and cause pollution to deteriorate into major pollutions, Chalco will punish them according to related regulations.
For all the projects that are newly constructed, renovated and expanded, Chalco strictly abides by the national regulations on construction-related environment protection and the national and local environment standards, evaluates the environmental impact in accordance with laws and adopts new pollution-free technologies, techniques and equipments. Chalco forbids use of the heavily-polluting production techniques and facilities. Technology upgrading of the existing equipments and facilities must combine pollution prevention and control. Chalco also increases the use rate of resources and energy by adopting advanced technology and equipments.
From 2001 to 2005, Chalco has invested a total of 2.33 billion Yuan on environment treatment for many projects. Affiliated companies have met the requirements on environment protection in the Tenth Five-Year Plan one year ahead of schedule.
1. Intensify Pollution Control
Chalco has voluntarily fulfilled its responsibility by increasing investment to 2.33 billion Yuan on pollution control since the year of 2002. Member enterprises reached the required target of major pollutants emission and met the national requirements on environment protection set in the Tenth Five-Year Plan one year ahead of schedule. Production of electrolytic aluminum adopts the internationally leading technologies like Dry Collection of Fluoride with collection rate of 99 % or above. At the same time, each purification system contains a pulse bag filter, with scrubbing rate of 99%, which is a leading technology in China. Production of Alumina takes the French technology of Red Mud Dry Process Transport and Deposition Technology, with water content of 46%. With this process, the stockpiled red mud does not leak to pollute the underground water. This technology is a successful solution to the current technical problem in most Chinese alumina refineries since the wet process for red mud takes large land for stockpiling and tends to pollute the underground water and river. This technology has won the 1999 First Prize of Science and Technology Progress awarded by the National Nonferrous Metals Bureau. To ensure effective treatment of the fumes in carbon production, Chalco imported advanced technology for the fume purification system. By taking wet ESP and equipping with two purification equipments, Chalco lowers the emission concentration of dust and pitch fume to 6.23mg/m3 and 24.56mg/m3, respectively, which are greatly lower than the national standards.
2. Promote Clean Production
Chalco has conscientiously implemented the Clean Production Promotion Law of People’s Republic of China and Opinions on Accelerating Promotion of Clean Production of the State Council. On the basis of intensifying publicity and education on clean production and with means of reviewing clean production, Chalco intends to promote clean production comprehensively with focus on the pilot units. In the year 2005, Chalco Zhongzhou branch, Henan branch, Guangxi branch, Guizhou branch, Qinghai branch and Zhengzhou Research Institute collected a total of over 2000 plans for clean production, among which 1541 plans are feasible. So far, almost all the free- or low- expense plans are implemented. The audit of clean production brings notable economic, environment and social benefits to Chalco.
3. Three Concurrents for Environment Protection
All the projects which are newly constructed, renovated or expanded must conform with the requirements of Three Concurrents, specifically, concurrent design, concurrent implementation and concurrent putting-into-use of all environment protection facilities with the main body of the project. To ensure environment protection from the very beginning, Chalco invites qualified media and experts to make strict environment impact evaluation in the phase of feasibility study and obtains the approval of the environment authorities. Once the project is put into operation, it is subject to the acceptance of the environment authorities
4. Comprehensive Utilization
Chalco has unswervingly implemented the strategy of Growth through Science and Technology. It has successfully developed the new technology of Alumina Production by Ore-dressing Bayer Process, and put it into commercialization. Chalco also overcame the difficulty of full utilization of low-grade bauxite, extending the service term of the mineral resources, and lifting the utilization rate of bauxite in Chalco to the top in the world.
Chalco has actively explored the ways of comprehensive utilization of waste liquor. In 2004, Chalco recycled the concomitant gallium of 29.7 tons from the spent liquor of alumina production, accounting for 30% of the total gallium production in the world in that year and turning Chalco into the largest gallium supplier in the world, with total value of 80 million Yuan created.
Relying on science and technology progress, Chalco has constantly developed new ways of reusing solid waste, thus extending the industry chain of the circulate economy. Chalco, with use of wastes, has developed many new products as cement, red mud calcium carbonate insulating materials, etc.
Chalco has also successfully promoted the technology of zero emission of industrial waste water. By adopting measures as intercepting, lifting and other comprehensive treatment, five affiliated enterprises have achieved zero discharge of industrial waste water.
Chalco is now investing 400 million Yuan to build a secondary aluminum alloy project with yearly production capacity of 100,000 tons. Once putting into operation, the project may bring about yearly savings of 1.4 billion kWh of power, 1 million tons of water, and 1.1 million tons of solid materials like bauxite, as compared with those in the previous year for the same scale of aluminum production. It will also save yearly emission of sulfur dioxide of 6000 tons and carbon dioxide of 80,000 tons.
5. Active Land Rehabilitation
Chalco has paid high attention to protecting eco-environment during the process of bauxite exploration by integrating mining with land rehabilitation, accomplishing notable achievements. Its rehabilitation technology has reached internationally advanced level. As to the end of 2005, Chalco has restored a total land area of 8503 Mu. In the land after mining and rehabilitation in Guangxi and Shanxi provinces, the crop yield has doubled as compared to those of other land.

·Won the honorary title of Outstanding Unit for Environment Protection in Zhangdian District, Zibo City in 2002;
·Won the honorary title of Excellent Enterprise for Environment Protection in Zibo city in 2003
·Won the honorary title of Shandong Clean Production Demonstration Enterprise, and the Environment Protection Contribution Prize in Zibo city in 2004.
Henan branch：
·Awarded with the title of Zhengzhou Garden Unit in 2004;
·The transport department won the title of Green Enterprise awarded by Henan province and Zhengzhou city in 2004;
· The transport department won the title of Zhengzhou Clean Production Demonstration Enterprise in 2006.
Guizhou branch：
·Awarded with the Second Prize of Guizhou Science and Technology Progress in 2002 for the project of Zero Discharge of Waste Water for alumina production; won the title of National Key Environment Protection Practical Technology Demonstration Project;
·Won the title of Guiyang Outstanding Enterprise for Water Saving and the title of Guizhou Water Saving Enterprise.
